Wasat Party Applies for a fourth Time
To the Parties Affairs Committee



Abul 'Ela Madi, founders' Deputy of the New Wasat Party, has submitted today, Tuesday May 19th, the party's fourth request papers to the Parties Affairs Committee of the Shura Council in Cairo.

The new application contains more than 1000 'powers of attorney' authorizations (almost 1200) distributed across 25 governorates in Egypt, meaning a majority of governorates. The founders include 359 women�30% of the whole number.

The bylaws manifesto submitted to the Parties Committee contains the agreement of the founders to choose of Mr. Abul Ela Madi, the founders' Deputy and Representative, to be the temporary president for one year, upon the approval of founding the party. The agreement also includes establishing a temporary supreme council for a year. The list includes the following names:

1. Professor Abdul Galeel Mostafa Ex-Chairman of the Depts. of Internal Medicine in Qasr 'Eini Hospital; & one of the pioneers of the Movement for Independence of the Universities.
2. Professor Hoda Higazi Professor in Girls' College of Ein Shams University & Mrs. Abdul Wahab al-Miseeri.
3. Professor Abdul Ghani al-'Agami Ex-Dean of College of Sciences, Domyat University
4. Dr. Fouad George Hospital Director in Port Said
5. Professor Adel Azmi Abadir Chairman of Mathematics Dept. in College of Sciences, Domyat Univ.
6. Mr. Zakariya al-Fayoumi Businessman in the Industry sector, graduate of Political Sciences Dept. in AUC.

The founders' Representative Deputy has submitted the necessary copies of the party's new program to the Committee after revising it, especially the parts related to the economic and social aspects. This was done to suit the new developments of economic and social conditions in Egypt during the last five years, since the last time the Wasat Party applied for approval in May 2004. The Representative Deputy applied also submitted the necessary number of copies of the Party's internal and financial bylaws, in which requested modifications were made according to the recent law of political parties, especially the modification issued in 2005 and to which the Court referred in its decree concerning the Wasat Party.

It is worth mentioning that the parties Court (consisting of the first district of State Council and a number of prominent personalities), and which had in its possession a report from the Organization of Deputies issued by Mr. Nazeeh Fareed Tanaghu, had recommended approval of the New Wasat Party based on its program's distinction from existing parties. However, the Court stated in its issued decree of January 2007, presided by the late Al-Sayyid Nofel, that party laws were changed during the legal procedure of application, and so the Court recommended for the Wasat party to make the necessary adjustments according to these changes. The most important modification was related to raising the number of founders from 50 to 1000, with the condition of 10 governorates including a minimum of 50 founders each; this in addition to other minor modifications in party law. Therefore, the founders were able to meet the above mentioned adjustments, as the overall number of the party went over 1000 and over 50 in 11 governorates. The Founders have also complied with all other required modifications in the new law.

Hence, the Founders hope for the granting of approval by the Party Affairs Committee this time, since they have met all requirements of the Court's decree issued in January 2007.

It is known that the Wasat Party, represented by Mr. Abyl 'Ela Madi, had previously applied three times:
1. January 10, 1996 under the name Wasat Party and was rejected.
2. June 9, 1998 under the name of Egyptian Wasat Party and was rejected.
3. May 17, 2004 under the name of New Wasat Party and was rejected the Parties Affairs Committee, although the Parties Court had recommended approval to the Deputies Organization and the Court had requested the founders to make adjustments according to the recent modifications of Party Law (#40 of 1977) which were issued in 2005. The latter requirement has been implemented in the present application.
